You have to do a quest to get them. Talk to Achonnko (Master Trail Guide) at the start of the Riatt trail to get the quest.

Not sure, I've only tried it with my Master Ranger so far. It would be appropriate if Kashyyyk was the other planet that required Mastery tho, similar to Dathomir.
