Well known fact that BHs are too stupid to use areatrack effectively. No waypoints, only range and direction, and we really don't want to hear BHs whine about waypoints.
Also, as marks don't spawn until you get with a certain range, you can't areatrack them effectively.
Areatrack has a lot of holes in it also. Terrain is a variable that messes it up.
You can areatrack players, as in Jedi, but when you get close they hop on a speeder and beat feet, out of range.
But if you think you can use it, fine. However - No whining about how it doesn't work how you want it to later on.

Maybe it is the way I play the game but I never use the areatrack for players.

I use it to see who's in town when I log in....
the problem with tracking players and BH and all that stuff is that there is no way to get within a couple hundred meters of a player and NOT have them see you on the radar. I wonder if the radar should be removed from the game?
That would give everyone a certain level of stealth.. basically if you can't see something/one you don't really know if it's there

right...
If you have a mark within 450 meters, (terrain, holes, bugs) notwithstanding, you will be able to track them, however, with the expensive cost of being a BH, your points would probably be better spent on more combat skills...

Actually, it is the one, real, concrete use we have in PvP. PC do not have the problem dynamic spawns have, it's like extending radar out to 500m. You can warn your guild of an inpending raid. You might catch folks preparing for an attack and launch a preemptive strike before they are uber-buffed.

I find people area track can generate a list so long it takes forever to make any sense of it. And by the time you do, everything has moved.

yes you can track players and thus jedi with tracking 4. yes you can track NPC with tracking 3.
Are they useful? Might go ask the BH that. Track does have its bugs and quirks, be warned. And it only has a 500m radius, thus 1000m diamter centered on you.
I use player tracking in PvP. On base raids, if we show up with no defences there, everyone goes inside, while they try to hack the terms. I then stand outside the door and track for players, wathing for incoming players. When then start showing up, our first defence force moves outside the walls of the base.
