Rangers can use it and apply on others, doubt it that anyone else could use it.



There's no shame in asking RTFM questions any more, because these days, there are just too many FM to R.

Anyone can buy them, only Rangers can apply them.


If you were to sell them, put in the comments that it takes a Ranger to apply it, then the people can't scream too loudly.


Like stim Cs, bowcasters, LLCs, anyone can buy em, only some people can use em.

Just expanding on this, can a Ranger use a camo kit for Dathomir if they are not a Master?
