2 hours, I've been looking for the last three nights....!
Normal and a few Giant Peko Peko generally spawn anywhere along the North Coast or south of Theed.
The motherload-featherdropping-bugger eludes me also.....
Still i'm killing al the Peko Peko I can see and getting a nice price for the wolly hide it provides so it's not a total loss of me.
I found it close to the weapons developement base... well, a bit south east from it.
Be warned, it has a gazzilion HAM and hurts 
1) they deathblow
2) 100% kinetic resist.
when you find one, call your friends (make sure one of them is a combat medic or a doctor) they have an area effect dizzy knockdown that can take out half of your squad.
I found one about 1500 meters south of Kaadara. The HAM stats were (aprox):
85000 Health
89000 Action
79000 Mind
Needless to say I called in some help. It took 6 of us, some with pets, one of us was a doctor, to kill all 4 spawns. I died once, was incap'ed and dizzy'ed numerous times. There was only one feather dropped which we gave to the only armorsmith in the group. Loved the fun of working together to get the kills and of course I was very popular when I opened up my camp.

Creatures usually can be found in their respective areas. I have noticed more Peko Peko Albatrosses in the mountianous regions of Naboo, and I is not uncommon for them to be in packs with smaller Peko Peko. The Albatrossess will often times be in the valleys with most other Peko Peko on the mountain peaks.
I don't have much trouble finding them, I could probably travel to Naboo an find one in half-hour tops I would say, maybe even faster than that, you just have to know where to look and need to observe and remember certain things.
