I was wondering if a master ranger were in a camo kit..could they be seen on the map?

If he was in a camo kit... 
I believe you meant: "if a master ranger was concealed by a camo kit", so I will answer that question instead:
No. /concealwill not make you invisible to other players in the current implementation.

However, If you need scouting XP, camo your group mates and you get SXP for their fooling the MOBs

If you really want scouting experience, stick with /maskscent... It gives 3 * CL experience, while /conceal only gives 2 * CL experience. 
You only receive experience once per creature, even if all your mates check against it.
