this seems to be a very basic question, as in all the posts i have found it is taken for granted how to find the rating, but for the life of me I can't figure it out. Is it surveying? Please help, I wanted to try and fish, but apparently I am not smart enough. Thanks.

Ah.. yes, if it's broken on your server, you are unfortunately SOL.
However.. yes, after you get the message that you cast in your line, a window should pop up with a list of choices on the bottom, and the current status of your fishing attempt on the top. In that upper status area, you'll have fish density and vegetation listed, with zero to 5 asterisks which denote the level of each. As pointed out in the power-fishing guide, 5 fish 0 vegetation is ideal.

Bait your pole, find some water, drop your line.
Your question should be answered shortly afterward.

i think my problem has to do with the fishing radial menu not appearing when I cast.....do I have to open it or should it just appear automatically?

"do I have to open it or should it just appear automatically?"
If it was a perfect world, the window would appear automatically...
However thefishing system appears to be broken on several servers at the moment, and you might be out of luck.

would that be SOL or SOE
fortunatley, the fish density is on the minigame screen as you choose tug right or left etc. also is the vegetation which can snag your pole.
