Yes this is my fourth attempt at posting this one plea for help.
My firefox browser didn't want to cooperate so am using explorer.
Ok, I want this redone toon to become a master ranger. I had a couple of elite master proffs months ago but gave up skills before I quit SWG. Can now only respec lower proffs like scout and rifleman.
Currently am a novice scout, colonel with the good guys, and a mere combat level of 21.
Where should I declare as a resident? And how do I get the CL up the fastest?

The period when we can respec will probably be ending pretty soon, so, if you can do it, respec to master Rifles now and make sure that the trapping line of Scout is filled at the VERY least as getting trapping XP seems to be buggy for folk just now.
Getting your combat SKILL (ignore level for the moment) as high as possible will increase your killing ability and survivability. The traps line will help you stop some of your prey dead in their tracks long enough for you to kill them. Harvesting gives scout XP and, the more you kill the more you can harvest so that will just come in as you work.
Take missions from the terminals, shop around a bit though, some terminals in the NPC cities seem to give better missions than others. You should be able to find plenty of stuff onthe beginner planets that'll be at your level or withing the bracket that will still give you XP for kills.
At CL 21 I'd recommend getting into groups as often as you can. If possible group with at least one person of higher CL than you. That will let you attack higher end prey and get far more XP. Oh, get an inspiration buff by watching an entertainer, that'll give ou a 'free' 10% boost to some XP types (not sure if harvesting has been brought into this category yet).
Obviously, if theres one person in the group who is a bit firther up in the same skill tree as you then you want to get tehm to do your training, save yourself a bit of coin and save time rnning to and from trainers.

(btw, on firefox, go into "my profile" then "preferences" and then UNcheck the 5th box titled "Use WYSIWYG Message Editor".. that should let you post in firefox.)
Honestly, I would recommend focusing on a weapon's profession first. If you're respecing any boxes, respec out of scout or ranger and put those into combat boxes.
You mentioned wanting to get your CL up the fastest. With a master combat prof and master ranger, you can reach the max of 80... The problem is, you'll want to fill as many boxes as possible in a combat profession before you start going up the ranger trees. Ranger adds to your CL, but you'll end up having to fight higher CL creatures which you might not have strong enough combat skills for.
This is just my opinion, but I'd focus on combat first.. Once you have a decent CL from your combat profession alone, getting scout Xp will be a breeze.

He makes a good point about traps, too, which I forgot to mention.
If you can respec points into trapping, that would be ideal. Otherwise, you'll want to gain trapping gradually along the way -- otherwise, with current bugs and problems with trapping, you might find yourself unable to land a trap on creatures that match your CL and you'll never get more than 1 XP.
So, save the scout XP for later.. focus on weapons xp for now.. and probably equally on traps. At scout trapping 4, fill up master scout and then focus on ranger trapping until you master a combat profession.. Then finish up the rest of the scout xp requirements for ranger. Otherwise, you might have a very difficult, if not impossible time at grinding through traps until those issues are addressed.]***
