Maybe a way they could make forage useful is to make it so you have to forage for the materials for your camoflauge packs. This would be good for a few reasons:

1. Realism - being in the Army, I know that part of camoflauge is using materials like twigs and leaves from your LOCALenvironment and using it to blend in.

2. The only people able to make camoflauge packs for a particular planet would be those that have explored it and foraged the appropriate materials there. It seems silly that a Ranger who hasn't spent any time on, say,Yavin, would be able to instantly make perfect camoflauge for that environment. This could allow Rangers to "specialize" themselves on planets they frequent.

3. This would finally make foraging something worth doing, there would be something useful to forage for. Wilderness Survival XP could be granted for gathering this stuff and crafting the camo kits, since learning to camoflauge yourself in a natural environment seems far more like wilderness survival than just sitting in a camp a few feet outside the city limit.
