could someone tell me what rescue is and how to use it

rescue is like taunt.

instead of targetting the enemy, target your ally under fire and spam rescue till it kicks in, you'll lose HAM and your toon will wave his arms in the air, haha.

Yea what Raniok said.

To me Rescue is about the most useless Ranger skill there is. I don't think I've wasted my time "rescuing" anyone LOL. My "rescue" is to start unloading my gun in the "rescued" general direction.
