Can someone tell me what the RARE Items table consists of...is it just consumables (such as food, etc.), or will there be things like holocrons, weapons, etc.?

Any assistance would be greatly appreciated!

Maybe you should try the dev forum? Since i don't think its ever happened yet. i know i've never found any rare items. well maybe i didand the system thought my inventory was full (and its never been) and just sent into limbo.

Ibelieve he's talking hypothetically for when they fix it (currenty its broken).

I personally think it will be a rare root, or bug, that gives insane states (like neutron pixie).

Next time you are foraging and get the "inventory full" message, check your Action bar. I've found that I get that message when I've foraged my Action bar too low. Probably a bug, but since I've figured out the cause, it's never happened to me again.We should report it.
