I think I ended up dropping 70K on traing my Ranger skills.

I hadthe same problem, after dropping a bunch of credits to the ranger trainer, it seemed like Ranger started coming out of hiding. Go figure

I am poor. I can't pay an NPC to train me.. and I can NEVER get a master ranger to respond!

I know the feeling. It seems that every time I qualified for a new box, all the rangers put up their /conceals and /masks. I ended up paying for all of ranger school (135k, full tuition).

There are probably more efficient ways to find someone willing to train you. Your local RIN, for instance. Besides, you didn't even tell us what galaxy you're in. Tracking's great, but it doesn't work across galaxies.
