This is so obvious that I don't see a way they couldn't implement it. What the camoflage could do is allow you to disappear from radar when you're more than 64m from someone thus, you cannot attack them and they cannot attack you. So on the whole it lets out mount a sneak attack or avoid detection from outside the combat range. The skill of the wayfarer means they can avoid detection at closer ranges.

Ranger camoflage works at 128m outwards when crawling

Wayfaring 1 works from 110m outwards when crawling, 128m when running

Wayfaring 2 works from 90m outwards when crawling, 100m when running

Wayfaring 3 works from 80m outwards when crawling, 90m when running

Wayfaring 4 works from 65m outward when crawling, 75m when running

Master Ranger works from 64m when running.

I love this idea, because it would make the terrain actually mean something. If all it did was conceal from the radar, you wouldn't have to worry much about ambushes while walking across open plains (because you could see the players coming before they got to you), but you would have to worry if there was someone hiding in ditches, on the other side of mountains, etc....which seems exactly how it should be. An ambush SHOULD be much more effective if the target is passing below your force in a valley than if you're just camping out on the plains and they can see you from a mile off. You'd actually have to care about what sort of terrain you were going through...
