Stimpacks tell you when you examine them what level of use medicine is need to use that stimpack. This makes it easier for medical types to sell stimpacks.
If you examine the camps you can make, it does not give a level of camping needed to use the camp, just a description.
I think allowing higher level ranger camps to be used by those with scout level camping skills, and having the skill level needed to use the camp clearly marked, would give the rangers a possible revenue source beyond hides, bones and meat.
