I've been investigating a bug I posted in the general discussion under "Begun, the prone warp has"
http://forums.station.sony.com/swg/board/message?board.id=Development&message.id=298650
In a nutshell, going prone too soon after moving teleports you back to where you were about five seconds before. So, for example, if a distant target moves out of range, you get up, move within range, go prone, and zap back out of range.
From what I gathered in that discussion this bug may be unique to Rangers and/or Master Scouts, as a result of our Terrain Negotiation. So I urge three things of my fellow Rangers:
1. Verify whether this is happening to you,
2. If it is, file /bug reports and mention that you're a Ranger, and
3. Consider this for Mineras' next Top Five list.

I Get the same thing, but as a work around, I kneel first, then go prone and I haven't had that problem since.
It fits up there with the "burst speed" and then hit water to warp you back.

I am a ranger, and this does affect me. However, it was submitted as a key issue to the devs in the rifleman board, and I doubt that *everybody* there is a rifleman/ranger like me, so I don't believe it is ranger or master scout specific. In any case, you can have a look at the thread at:
http://forums.station.sony.com/swg/board/message?board.id=rifleman&message.id=5176
In any case, the devs have been informed of the issue, so it may be unnecessary to /bug it more (not that it would hurt).
