I am not sure if it is because I took the luck line in the FS phase that allowed me to loot these. Question is, why do they even keep dual stat attachments of any type if only the higher or first only apply. Very misleading to the new player or naive player. Got em hanging inmy Hall as decoration as I only use Bio clothing.

Are you absolutly positivly sure it's '+13 Concealshot'? If yes, then it's a broken skill (and useless then), there is no 'concealshot' modifier in the game, it's a special attack.
If it however is what I think it is 'rifle concealment chance +13' it is a skillmod that does exist in the game, but still I sense it's almost worthless as not many really care to boost that (it's the skillmod that allows riflemen a couple of free shots when using any special when laying prone, it does not really affect concealshot itself tho

yep - I've wondered about that for a long time too. I know that TH has posted about a 'loot revamp' and maybe they'll address attachments in this. Wow - I might have to get the luck FS branch as well. It sounds like it really helps!

The funny thing is that you actually can use the second stat but only under certain circumstances.
In the case of your AAs you'd need a second attachment to trump the higher mod. For the "+13 Concealshot +9 Rescue" you'd need to have a piece of armor with at least a +13 or higher Concealshot already in it. Once that modifier is their you could add yours to gain the +9 Rescue. At least this is how its been described to me!
What happens is the second mod is available but only after you've "trumped" the first. As for working and broken stat modifiers that's another major issue.
I have a +25 Two-Handed counterattack sword with some nice damage stats on it. Problem is that the mod doesn't exist in the game currently. (right now its on my wall of useless crap until someday the mod is fixed.)
