There's probably a link giving details somewhere in the Politician Forum but roughly:

Improved Job Market: Mission terms pay out a higher rate
Medical Research: Med centre heals at a higher rate and, iirc, buffs go on at a higher level too.
Research Centre: crafting experimentation works to a greater level of success (?) or their public crafting stations are higher rated...

Something along those lines anyhow

The player manual on the main page has a Player Cities Advanced Guide. The descriptions on city types are at the bottom.
