k here they go
1. what is a rare forage ??? i have yet to forage a rare item to my knowledge and i am a master ranger
2. is a ranger the only person able to "loot" pearls from krayts and scales from kimogillas ect. ?

1. Wedding Cake. Its so rare that you can't forage it because its bugged.
2. Nope, anyone can loot that stuff. Skining is another matter but skining a Kimo is the same as skining anything else, there's just more.

I don't know about rare forage. As to the loot, anyone can loot krayt pearls and kimo scales. That is why we get paid to track the wee beasties!!!

Yep, wedding cake.. 
At higher forage levels, you sometimes get a bugged forage.. It's been so long since i've used this skill, i forget the message text. But basically it says you don't have enough room in your inventory (even if you have 50!)
What you actually forage is a wedding cake that for some reason is bugged and takes up excessive inventory slots.
Basically, we can't forage any rare items. Like much of the ranger descriptions in the skill tree, the text is incorrect, obsolete or misleading.
