Try a different player city. Sometimes missions get bugged when you take them on starter planets (I think they are meant to cap at something like CL 15 for starter missions but player cities seem to bump that up). And it seems more common in some cities than in others. Also, some areas of a planet are more likely to spawn specific types of creatures. If you go to the right area on a planet, mission terminals there are more likely to spit out missions for the creature in question.

Creature missions having pseudo NPC targets in the mission text is a known bug on Corellia. Can't remember all the combinations but they used to be exactly what you got, CL 18 missions, so lots of people haven't noticed them before now where they come in CL80 versions ( or so the terminals claim ), still bugged of course

You wont receive your pay for these either. I've bugged it ages ago, as have others, but apperently having working missions on a starter planet isn't a top priority.

I just run outside of cnet and kill a bunch of butterflys real quick like, no money, no xp. I even use a big 'ole carbine, and I have no ranged skills, but am cl 80 so i use a lvl 56 carbine. One shot kill, 2 at the most. I get what I need...done, then go have fun hunting real stuff.
