My friend and I were in a group and I concealed him. A few minutes later we were back in town and he headed to another planet to get trained and we had to disband for a few. When he got back we headed out so I tried to conceal him but it said he was already concealed. However, the symbol for maskscent wasn't next to his name like it is if i put it on him while in a group. I asked him if his camo was still active and he said yes. Is this an issue with conceal or grouping?

It sounds like one of numerous problems with the way the servers handle grouping (and updating group info)or it could be the way they handle server lines - the computers handling different areasdont like talking to each other. Occasionally they disregard the small details.

The problem is that occasionally new members to the group don't transmit their effect statuses to the other group members, leading to problems like the one you noticed.

Make sure to /bug it in game... And make sure your group mates do as well.

I have run into this problem as well. As stated above any states a player has active before joining a group are not shown in the group listing. Targeting the player will show any states that they have active in the target info area. (ususally the upper right of your screen). Once their conceal or maskscent drops or is broken, and you reapply, it will show in the group info area.
