Na, he's just talking about how most of the time it doesn't track what hasn't appeared already.
I don't believe in the "hole" theory, thats just the distance at which stuff will dissapear off radar after awile (and thus become untrackable again).
Here is whatI observe "most of the time"
Spawns that always occur in the exact same place will track.
Spawns that are already in the area will not track unless they are appeared to a player somewhere.
Spawns that spawn while you are in the area will track regardless of whether they are appeared.
Of course the other tracking bug is when those NPC's you are looking for for hours showup on track and then they are nowhere to be found and no longer trackable (and you know there is nobody else around for miles), which occurs considerably more than the chance of it actually being legit (despawn ... stuff that isnt on the 3rd or 4th spawn will sit there indefinitely).
As it is if you are looking for something in a remote playerless area using the tracking grid method instead of clearing spawns, you aren't much better off than someone who doesn't have tracking.
