Not sure if this is the same stuff, but I looted 8 Heavy Leather Panels (they look like fiberplast panels on inventory) from the Jinda Cave on Endor.

I would also like to find out a definitive answer to this question. I was told NS rangers drop them. I killed about 15 of them the other night with a couple guildies with no luck. Borvos sound much easier , can anybody help out here? I want my new spec ops field pack already.

According to the folks over in the Tailor forum it's Nightsisters, Tusken Kings, Jindas, Jawas (go figure), and one other maybe.
