Yes. You need to do a quest in... well, finding it is half the fun. I am sure there is someone willing to tell you where to start it though. It can be found easily in the patch notes.

Im not a ranger but a ranger can create them once he done the quest and sell?

Yeah. But you dont want them. They are crap. They didn't even work for me and I made the freakin things.Do yourself a favor and save a few thousand credits.
