Does anyone know of a Bria Ranger Guild and who I could contact to join?

Hi. There is no actual Ranger Guild per se on Bria, though there is an unofficial guild known as the Rangers of Bria, a group of us who go hunting together from time to time regardless of faction alignment. Contact Teranus or Oxran for more information.

CMDR, yes what Yrinia said. Check out Rangers of Bria posts on the Bria forum. We have a weekly hunt thread, and a general thread that tell who we are. We are always glad to have anothre ranger join us, and we have great fun, and make some pretty darn good money for rangers. We are doing a Wooly hunt tonight on Dant, starting about 7PM MST. Contact myself, Oxran or Dustybottoms, as we are the hunt masters for RoB.

I do not believe there is a Antarian Rangers guild on Bria. I was first one to start asking and looking for one on Bria, and nothing has happened as of yet, that I know of.
