When rori wooly was oq 997/ sr 989 on my server...there were spots on rori near the smack dab in the middle that were loaded with torton spawns,
I would kill 4 and 6 more would pop up. I got over 60k hides in 4 days of casual gaming
check the middle areas, and set two waypoints, drive.../ar...drive.../ar...should find tons of them

Yep the middle of the planet - well maybe a little more south from the middle towards Narmle seems great for Tortuns. Also I've found quite a few wild ravenous tortun lairsaround the rebel outpost. I can also get tortun missions at level 25 as a master pistoleer.

On bloodfin server, a friend and I hunted tortuns near the Hunter V Creature battlefield area. Literally just ran in circles they spawned so fast. Try there on your server.

I am trying to find Tortuns on Rori but so far can only find maybe a few Shallow Tortuns. Whats the best spot to find them?

Ravenous, Regular and Shallow Tortons tend to hang out in the area near the Shallow Torton Cave (WP is a POI). Problem is it is generally camped on my server, not sure about others.
