Rangers make them. They get the ability in the wayfaring tree of Ranger

Canon Fodder - The former Ranger/CH now unplayed Smuggler
Down to one account and thats only because its a station pass
Currently a Droid Commander in City of Villians (really)

Also, you can use any kit once you get the /conceal ability at wayfaring 1, but you can't craft them unless you have have the wayfaring boxes that grant that camo kit. And only master rangers can craft dath camo.

And to answer the unasked question - Only Rangers can apply camo. Buy all the kits you want, if you are not Ranger they make fine decorations.
