I'm not quite there yet..
I'm wondering is it as fast as running on foot or walking on foot?

Absolutely not and no.
Nice perk if you also happen to be a rifleman in PvE, though.

I am a rifle man 
.. I was hoping that I could use it in PVP..but it doesn't seem like it.
