To get eggs click on a lair and select "search lair" from the radial menu. You have a random chance of getting either creatures or eggs. I do not think you have to be a scout to do this? Whenever I go egg hunting I just fly around on my speeder from lair to lair searching. You can do this without dismounting. Good luck! It takes a while but it is low stress and you get to see a lot of countryside!

Oh, and one more note: eggs have stats like any other organic resources and the stats shift like the other organic resources so there really is no "best place" per se. The best place is wherever has the best stats at that particular time.
