The general rule for experience pool caps is that you can attain twice that required for the next level of skill before capping out. So if you are a novice ranger, you will need X experience to learn wayfaring 1 or tracking 1, and you will be able to accumulate no more than 2X scouting experience total and no more before you train one or the other. This is the way it was before the increase in experience requirements for the wayfaring skill line, however in increasing the experience requirements for each tier in the line, the developers forgot to change the cap values.

For instance, prior to the patch, wayfaring or field bioscience (tracking now) II required 20000 scouting experience. If you had attained the first tier in one of these skills then, you could accumulate 40000 experience before capping. With the changes now, you require 30000 experience to gain tier 2 in wayfaring or tracking from tier 1. However the cap for accumulated experience is still 40000 rather than the 60000 it should be at.
