Does anybody know if the ranger camo rating or the conceal action can affect or work with the riflemans conceal shot?

I was wondering the same thing. I wouldn't mind being an awsome sniper

well.. if you aren't using camo, and your target moves into detection range, it may very well detect you even though it doesn't detect you are shooting at it.

However, maskscent or camo can prevent that. There are a few problems with camo as we know, but the rule of thumb would be.. that /concealshot prevents your target from detecting the attack, but not your prescence... camo and maskscent should prevent them from detecting your prescence.
