I'm thinking of combing rifleman, ranger and creature handler and I'm trying to figure out what ranger stuff I want. Does conceal and the camo kits work? I heard (albeit from an unreliable source) that they were bugged. Any clarification would be greatly appreciated.

dont get camo mate, they are crap, bugged worthless, however you want to describe em, they are shahite

Go tracking line if you are wanting to hunt and harvest not that it gives you a considerable bonus over master scout harvesting
