Thread: Master Ranger/TKA

I have a theoretical question... lets say im trying to get Ranger/ TKA... one of the gripes about TKA is that they cannot get upto a ranged weapon user in PVP. Could a ranger/TKA use his/her abilities to sneak up on a rifle using PC... or does the skill only work on NPCs. Thanks in advance guys.
