It's a ratio of how many people you have in your camp and how long they're there and is inversely proportional. If it's just you, it might take 30 mins for you to reach max exp. If it's you and a friend, it might just take 15 mins. With 20 people, you just make it and by the time you can disband you get all your exp. That's not exactly what happens, but that's the gist.

There's a maximum ammount of xp you can attain from a single camp kit, you'll hit this number faster with more people in the camp, & again even faster if there's healing going on.

I should be more specific in that each different type of camp has a different maximum ammount of xp. I don't remember exactly but it ranges from around 600xp (for the basic Scout camp kit) to around 1200xp (for the HTFB Ranger kit).
