Personally, and this is just my opinion, so it's worth next to nothing, but I agree with Squidwalker that the devs' freeing up the scout requirements for BH's was a quick fix, and, ultimately, I think the BH's may have done themselves a disservice in accepting it. Since there are now an increasing number of 3/0/0/0 BH stacking defenses and what not from other professions, I feel that they've lost some of what made them a unique class. Now, they're basically like everyone else, only they can use BH mission terminals. That's what the devs wanted, I guess, but it wasn't a fix and it betrays a severe lack of creativity of the devs' part, one that will likely result in BH's having to wait much longer for an actual fix to their skillset.
As far as dabblers in Ranger go, however, I don't have a problem with it so much. They're already out there for the tracking line, as some have said, but if we were to have the other three lines of our profession fixed, then maybe it'd make people's decisions harder as to what Ranger skills to dabble in. I see this as a good thing, as a sign that we're a working class. Having dabblers would mean that we're effective at all levels, unlike crafters, for whom mastery is the assumed level of basic competence. Plus, even though Master Rangers would remain relatively rare, but would still be the best all around hunters out there.
Still, if people want the skills, they should spend the points for it. Picking out what skills to take is supposed to be a hard decision. People are supposed to have strengths and weaknesses. And since people won't respect what they gain without sacrifice, I feel that reducing the requirements for Ranger would lead to disrespect for the class as a whole.
