No one has any clue. That is why we got it changed. 
Well finally. I was just about to post asking about the status on this. After spending 2 days on Lok and getting agroed by all those stupid pirates, I got really frustrated that I couldn't make a camo kit.

It is going in with the next Big Patch.
Hotfixes are left to game breaking or high priority bugs...
- And since it took this long to change the schematic, this is obviously not a high priority change.
