This isn't an oversight, it's just the way the skill is designed. healing requires a /slash command. placing a camp is simply using an item, there is no /slash command for it. As such, they'd have to add a /useCamp command if they really wanted to make it so that non-scouts couldn't use a camp, and that'd be bad for everyone. I mean, I'd rather just click it.
And the +5 to harvesting is still usefull. I agree, I think that there should be more mods that would help Rangers. A sizeable trapping bonus, a higher harvesting mod, etc. But then again, I use guns to kill creatures, so the FS ranged speed/accuracy DO help me be a Ranger, as I can hunt creatures better if my weapons work better. Heck, if they ever get smart and add weapons to Ranger, then those mods will be even more usefull.
