If it's treated just like a normal vehicle, I like the idea of landing at a garage and saying "fill her up, please"

Nope. At least not as far as I'm aware. It's a vehicle. You have to have enough room in you datapad for a third vehicle and is considered to be a mount. As far as I know, anybody can ride in it.
