Hey thanks guys. See this is why I posted this hear. I have learned the players know a hell of a lot more and are more helpful then the CSR. They are only good for reporting harrassment.
But anyway, thanks so much for the help of finding the record keeper dude. Have not gone to try it, but will next time I'm in game. And then will have to go do Matt Rags again.
And yes Fred, I don't blame you. I started this game trying all kinds of small NPC quest stuff. As much of those as missions for a few weeks, but like you got tired of them being broken so you can't finish them, or not getting anything in return. I like those things because it's kind of fun RP, and I don't expect a lot in return but something.

im not 100% but im sure theres a guy in the capitol building in bestine with a reset on it... not sure if its for the whole planet or just bestine????

i had a similar problem with the marauder missions, they just gave me the chest plate after trying for an hour to reset it, so i'm guessing that resetting isn't very easy, that said, i don't see why he wouldn't at least try

Well I put in a bug report, and talked to a CSR but they can't/won't reset these minor quests.
