I think a bow is a great idea. But I think rangers (and only rangers) shouldbe able to craft them. Arrows and bows should be things that Rangers can build completely on their own becausethey are outdoorsman, loners, adventurers, they are totally independent.

I think they should be very acurate (unlike blasters which are random shots of energy).

It would be acceptable to make them not work against people, but it would be better if they just had amassive bonus vs. creatures.

Maybe there should be a bow that you can get at novice ranger, then a much better one and better arrows at Master Ranger.
