it looks like the droid oly has one or two harvest modules in it -- you need to fill all six of the droid's module slots (for an R3) to get its harvesting level up above 100, and then these modules have to berated at17 (17 x 6 = 102) or higher each.

Here is the configuration of my r3 harvesting droid:

combat cluster 1 - 3 harvest module + 18 each
combat cluster 2 - 3 harvest modules +18 each

total harvest level = 113 (somehow I got additional points when I put all the combat modules in the droid - my thought is that the ratings on each individual module are not whole numbers, but only whole numbers are displayed as ratings)

This all gets pretty complicated -- there are only a few droid chassis that can take two combat clusters (and thus six harvesting modules). For example, an R2 advanced droid only has room for 1 combat cluster module and two additional modules, so that means that an advanced r2 droid can only have a maximum of five harvesting modules installed, which means a maximum total value of 100 (if all the modules are perfect) for the r2 unit.
