Using Phec Darts and Crippling together is an ineffecient combination. Yeah you will root your prey, which makes the combo good for retreats, but if you're trying to kill something you have a root for an odd 10-17 seconds or so depending on your speed, and then a creature that moves at full speed towards you untill you can apply a new snare/snarex2.

By using first a Phec Dart and then after that has dissipated using the Crippling Shot, you effectly have the creature at 1/2 speed for approximately 40 seconds. (Or vice versa of course)
