Also, be aware that the BH is bugged and hasn't appeared on several servers since a few days after the quest went live. I also think that the pirates are bugged or can be bugged depending on if someone tries to put a dizzy on the leader that day. it seems to be best to look early in the morning after server reset. but don't count on finding the BH, or at least research if anyone has found him in the past few days on your server.
