I'm at work right now, but I should be able to help you out with that, in return for the same.
I am very happy with my city on rori. Secluded, quiet, no padawans waving glowy sticks all over the place... and I harvest the torton cave frequently.

I wouls sujest looking around on Talus. It has some GREAT grinding for groups and its rarely capped on any server. It also gives the Correllian feeling. I don't have any spcial coordinats, but i would look around the Kahmurra biotech research lab and Mite cave. Thats the general area my guild's city is located and its a great spot to launch hunting groups from, theres several POI close and few mountains and/or hills. But i've always loved Talus and Tralus in the Star Wars universe

I'd suggest either Rori or Talus. They're low on population and both nice places to visit. Tatooine has some cool locations and I'd build there in a heartbeat if it weren't so darn populated. Although, I've always wanted a hunting cabin on Endor.

I have run into a snag on the city and need some advice, I haven't put any buildings down yet as I've been busy using my lots for mining contracts but here's the deal... The spot I mapped out on Lok has a 400m width and probably about 425m-450m the other 2 directions, at the time I thought that was fine as I had it in my head that metropolis size was 400m. Now that I realize it's actually 450m I'm wondering if I should try to find another location or just go on and build there and put up with a 50m loss on either side, assuming it ever reached metropolis size that is which I honestly doubt. Any advice on this is greatly appreciated.

Just because that is the max radius doesn't mean that you'll have to fill it. For example, look at the beginning outpost radius. I can fit 40+ houses in it with a city hall, guild hall, garage, bank, etc. That is a lot of room that takes into account that you'll hit obstacles, unbuildable areas, place decorations, etc.
Best thing to do is just play with the city planner and see just how much room that is.
