You could harvest it if you learned novice artisan and got a minimal survey tool...
But, I will suggest that you buy it on the bazaar. Grind quality steel should not cost more then 2-3 CPU. Also if you open your planetary map and look under vendors you can properly find half a dousing vendors around the major NPC cities that deal in bulk resources.

Wow how did you get this far and not know? Lol.
1. Take novice artisan, you'll have to sample/servey find a good spot, drop a mineral harvester. Personals should be BER 4, Mediums BER 10. If your not useing all ten of you lots no reason not to drop like say 3 1k credit personals on a good spot and get a stack that will last you a loooong time. The helper driod (you'll get a new one when you sign up as a novic atisan) will walk you through everything, 'cept the harvester. You need to feed the harvest credits and power, just buy the power off the bazzar. Don't pay more the 2 cpu. You are looking for Liquid Wind, Lquid Solar, or Radioactive energy. Liqued Petro Fule isn't power... ya I don't know Either. vist to the artisan forums if you need any more help. But that the jist of it. End of the day it will cost you about 0.1 to 0.24 cpu to mine your own.
2. Buy the harvesters, power, etc. Pay any one you see with the novice artisan tag up 10k to find you a spot. Ask for a min. 65% spot.
3. Buy it.

Forget getting artisan. You don't need it.
Buy a wind generator. Plop it down where it is easy to get to. Collect energy for a week or so. Then get a personal mineral harvestor - a cheapie. You don't need much metal. Plop it down near the wind gennie, one trip service. Feed it some money and some energy. Find what metal is in the highest concentration and mine it. You don't care about stats, camps don'tcare. Any metal will work, camps don't care. Whatever is in the highest concentration you mine.
Works for me. I even sell excess energy and metal I collect. Beats buying stuff, I make a profit.
No artisan, no surveying, no skill points, no moving harvestors around at every shift.

Since you're on chilastra, give me a tell. I have 150k of aluminum and could easily give you 5k to get started

Ya I was an arisan for a long time. Seems normal to me... Pull one good fresh shift. Get it over with. Last you what... 6 months.
JB's idea probably better if you don't even know where it comes from, lol.
I'm still listed as an artisan helper.. can't quite get out of that mode.

If you're on Farstar, pop along to the Ranger vendor at the waypoint in my signature and pick up 1k or 2,5k stacks of metal for 1 cpu. Bargain!

When I need metal I pack a mineral harvester and some wind energy in my pack (yes, it'll fit) and fly around looking for a concentration of mineral harvesters and then place mine as close to the center of that concentration and then operate the harvester to see what resources are available. Sometimes it won't be metal, but if it's a good concentration of ore or gemstone and it has good stats it is still worth harvesting to sell or trade for metal.
By the way, you don't need any Artisan skills to do this.

Any Rangers on Scylla should contact Karimicu's. Free metal for all.
