I just got Novice Politician right now, and I'm wandering how I get exp..

Patience.
Seriously... you only get xp through votes. Once a week with the city update.. that's it.

More specifically, you get 100 exp per week per vote; if you had 14 citizens after a week who all voted for you you would gain 1400 exp.
