In one hour, we'll know whether or not pulling down a city hall allows another city to upgrade. We relocated a city on Tempest and in 1 hour we'll pull down the old city hall in hopes to free up one of the 10 level 4 city slots.

Has anyone tried and confirmed this in the past? Anyone care to save me the pain of waiting another hour?

For those that care yes this worked. We pulled down the other city 30 minutes prior to the update and our city was able to upgrade to a level 4 without a hitch.

We placed the shuttleport and yes, it's now bugged.

Sigh.
