Triconica on Flurry will be making changes to city government, which in my opinion will be the best for the city and for me. This idea might catch on to other cities if it hasn't already.
Triconica will create a City Council.
Each guild in Triconica will provide a person to represent it's guild.
After that there will be 4 seats to fill.
Finance - Will watch the budget and bring ideas and solution on how to keep the city in a positive balance.
Courts - will be in charge of the millitary presence both within the city and evauluate the external force wishing to do harm to the city.
Commerce - will be in charge of helping business develope in the city and to also help drive new businesses and customers to the city.
Parks & Rec - Will take charge of the city buildings and objects, as well as creating events for the citizens and the general public.
These 4 positions will accept nominees and then a poll on our boards will determin who will reside as council. Every 1st day of the month will bring opportunity for a new person to be nominated and polled. You can hold a consecutive office.
If no nominee is suggested for one of the 4 position, I will choose a group of people. If no one is selected out of the nominees, I will appoint a person to the committe. Everyone in the city is dependent upon everyone else; It is your duty to serve the Empire, your Guild and your City.
These positions will not take a lot of time away from your gaming time. The City Council will have a special area on our msg board to discuss matters and another area to post the meeting notes for all of the city residents to see the outcome.

We did that for our guild and city. We've got a council of mentors, people handling individual divisions within the guild and city. My job has become tremendously easier now. Tremendously.
Edit: oh and btw, try not to overcomplicate it by narrowing it down so that only one person does like 50 things because that's a popular division and the city/parks dude does like 2 things because well, there is never a need to do anything with city and parks...
Just make a council and tell them to keep the bad people away from you.
