I think that a radial menu option of "information" should be added to all structures/signs.
This "information" option will bring up a box (visible to all) which states the name of the structure owner.
Currently there is no way to find out who owns structures in a player city as well as the wilderness. With the ability of citizens to transfer structures to other players a Mayor can quickly lose track of who owns what and before you know it you have derelict homes in your city.
This will also be valuable to track down the owners of harvesters and factories which become part of a city through expansion so that negotiations can commence for their removal.

Like the idea, the Mayor should be able to see the "status" bit on all buildings in the town. Mayor should also be able to add to the maintenance pool and pay off any condememed buildings should he/she wish to. This could be done from the house sign 
In my town we have a few buildings which are comminuty-shared; guild storage, armouries and ship-parts storage. We had a minor issue where one of the building's maintenance ran out (opps) and the building became condememed as the character who owned the building wasn't used anymore. Luckily for us I had the account details and was able to log in and pay to enter the building again. But my point is the mayor should have the power to solve issues like this.
And when-o-when will they fix the admin list to work with "guild:[abrevation]"?

I disagree with the information option. I want to be able to place a house and keep my name private.
In regards to a city expanding... a mayor gets an email that tells him when a structure is added to the city and gives the information you are speaking of....type of structure owner's name and I believe waypoint.
