If you're a citizen of the city, you can run for mayor.

You can push the property tax to the max, but it wont do anything other than empty the building maintenance and then the bank accts of the absent players. If/when both are empty then the building is condemned but doesnt go poof. It just sits there collecting dust and dirt and dispersions cast upon it by angry Mayors.

Just to clear up a popular misconception - player cities have nothing at all to do with player associations (guilds). You can run a perfectly fine player city which is not controlled by a player association. Personally I find that keeping the two well apart makes things a lot better for both.

ok for 1 city requires 10 people mininum to stay or poor city goes bye bye

and the devs are working a rollup system for canceled accounts meaning people not paying for their accounts no more

rollup system is a system where ur house will be packed for u in ur datapad or bank and then when u log in u have to place it later again.

this will hurt alot of cities but its a way to clean up inactive homes from the game

Bank is no good if the bank is within the city.
If the city looses so many citizens that the houses that it falls down to township level the bank will be automatically removed...

Banks are not tied to a player city - you join the bank of the planet and not a city. Items are recoverable from any bank terminal on the planet so nothing to worry about when a mayor decides to remove a bank terminal.
