actually, the devs have expressed the opposite. technically the player city is not owned by the mayor, and once you let a citizen in they have every right to stay in that place (unless they exploited to gain zoning rights, and even then some CSRs won't help.)
if mayors can evict citizens, then they can mess up an election by kicking out anyone who's voting for the opponent, or mess with their houses just because the mayor doesn't like them. some mayors have abused /citywarn, and they're not willing to give us powers that are stronger than that now.

What makes you certain that they are going to grief you? I think now is the time for 'politics' - they are only a threat to you if they are dissatisfied with your leadership and seek to replace you with someone else. That being the case, you will need to call upon all of your political skills to undermine your opponents and protect your powerbase.
This is not a CSR issue - it is in fact part of what being a politician is all about.
On a logistical point though, for these people to have any impact on their city, they would have to leave their city and declare citizenship in yours which would massively damage their existing city if they do this en masse - you cannot be a citizen in two cities. You might want to point this out to them ![]()
