I've been dealing with the wierdest situation I've seen in the game.
Just over 3 weeks ago I was approached by the mayor of a smaller city that was interested in melding cities. He was originally hoping we would join his city (ours, though city level, is 80% or more of people that have quit the game). Since we wouldn't have too many people to move it was agreed that we could just join together on Tatooine. The hope was that we could return to metropolis and begin renewing the city.
In discussions he said he was nearly a Master in Politician, and I as 2 2 2 2 figured that it was best to let the other person take over as mayor. To me it's all about what is best for the city. If he was that far along in the class then he must be able to do more, not only in a class sense, but also in a personal sense to work on the city. He's voted in and I stand aside looking forward to helping makethe city grow again. Then the bottom fell out of my universe.
First this person changed the name of the city. They said it was a "bug" because they didn't change the name... yet later in the day upon entering the city hall we now had a new kimogilla named as "Changed name Mascot". It was followed a day or two later by a email asking if we wanted to keep the new name or if he should be trying to get it changed back.
*An aside* I understand that it is the perogative of the mayor to change the name of the city but since this city was placed within hours of the profession going live (i.e. wellestablished in the game)I would hope that a mayor would speak to the poplulace before making such changes, and if it was intended to do so in the first place that they would mention it. This alone would have been a deal breaker for me abdicating the position.
Then this person decided that the city hall's property was now his own. He removed items worth serious creds (loot objects, like say a completedglass top table and similar object that were donated to the city) and said that he never did. That once again it was a bug, or the items were just "lost in the building", or that someone else picked them up after he became mayor. This person also took a couple of hundred thousand credits from the guild hall to buy "items for the city" which never materialized.
I waslivid obviously. It is at this point that this person's guild comes to me an tells me we have to remove this person from office. I'm agasp, but happy that people are seeing the same problems I am. As a group he is confronted with the problems and "bullied" into returning the most expensive items he'd taken. It is at this point one of his guidies announces that this person is actually just a base novice politician and that the reason the guild is upset is because he's removed the cloning station and can't return it because he doesn't have the skill nor place any trainers.
So it's decided that my character will once again going to be mayor (it appears) and given time it's hoped that we can overcome this. And yet this person kept coming back... and back... and back.
He took more money out of the city hall. He's reentered the race at least twice now after being asked to (and agreeing) to step aside. He also literally opened the doors to the city which has now left us with extractors in the rarified flatlands in the city core as well as a whole slew of people not in his guild that are entering on promising loyalty to him.
Those loyal to the city are sweating out the vote. Though he's not in the race he's come in early one morining (last Tuesday) and got of last minute additions to the cityto vote for him. His reasoning? He wanted XP for the Village.
Once we have him out of office is there something we can do to keep this person from constantly re entering the race? A way to get him out of the city? I take a lot of responsibility for allowing this to happen... though he'd been a guildie of mine, and I'd helped his alt in the past, I didn't do enough to make sure I knew who I was working with.
At this point he's even been booted from his Guild for spam begging for 10 million credits outside the Science Outpost on Danthomir so he can become a jedi... is it CSR time?

I'm not an expert but there is apparently no way to deny someone citizenship when they already have it.
The only option I think is the one where you make life so unpleasant for the guy and his 'supporters' that they leave. Cityban them, make sure your guildmates and the members of the other guild ban them from all shops etc. After a while of not being able to do anything in the city, they might just leave ...

you cannot cityban a citizen, and although you can ban them from all player structures in the city, there's probably not a whole lot you can do... this is a sticky situation.
I would highly suggest talking to a CSR. submit a ticket and write down exactly what happened, as well as any proof you have. a CSR can easier interpret this as a "he says, she says" situation, but it's better to try than not. you can always email them as a last resort.
I urge you not to use any method that are or can be considered griefing, such as putting streetlamps in his door. you want the CSRs to be on your side, not his.

Frankly, what im going totype outis what i would do - right or wrong. Semantics.
1. Place medium houses beside the city hall if possible... Oops, gee, well darn you cant get into the city hall now.
2. Upon relection, remove so said houses, register and get some votes.
3. Acidently replace so said houses and gee... sorry about that im new at placing houses.
Sure it might seem fishy but hey, since when is politics about being fair?

All planetary types of city halls have two columns in front that extend their footprint. I think you're about to find out why.

Honestly..I really don't think there's much a CSR can/will do. The election was won fair & square so therefore cityhall becomes "theirs" to decorate as they wish. Same with the city name, though I do think that should've been asked of the citizens, there's no reason a mayor "has" to.
I'm sorry for what you've gone through & I know I check my election status on a regular basis...just in case anyone would decide to run & be winning, I'll be removing the "good" stuff from city hall that I've provided myself.

First, I don't think that you can block entrance to the city hall with houses. Second, if you can, this would be a surefire way to get the CSRs to NOT listen to you, and possibly get you banned. Don't do it!

This person supposedly after losing the vote has started a city on another planet. I say supposedly because it shows that he is running for mayor again.
Is it possible for him to have somehow screwed up his city's creation and declaration of residence so that somehow by going to any voting terminal he's put on the ballot in our city? Or are we being messed with again?

It is possible that he has been hit with the dual citizenship bug. If he is listed as a citizen in both cities, he can run in both cities. I recently had that problem in my old city. We had someone who had left and made their own city running for mayor in our city. I sent in a CSR ticket, and they told me that it was perfectly legal to do that, and if the person won in one city, they would lose their citizenship in the other. The person hasn't run for mayor in our town again, so maybe they lost their citizenship, but then again we had one person leave to start their own city and they're still listed as a citizen. They need to fix all these bugs.

You really can't keep him for continually entering the race ... but you can campaign hard against him. Don't stress the negatives about him (those who know and have been there already know him and those he's brought in will think it's just a ploy to get them to vote against him) instead, stress the positives about you ... your experience as mayor ... (you mentioned he doesn't have enough xp to place a cloning center) the things that you as mayor can and will do for the city. Sounds like even if you win he might still give you a rough time, those extractors just might be his and won't move them after he loses.
